Is Bulgaria worth it as a place to work and live — for employees and for freelancers?
It depends heavily on where your income comes from. In local employment, wages are among the lowest in the EU: in the first quarter of 2026 the gross average was around 1,407 euros a month according to the National Statistical Institute (NSI), but only about 1,133 euros in Burgas province — 8th place among the 28 regions. The capital, Sofia, leads with around 1,915 euros, followed by Varna, then Burgas. The statutory minimum wage has been about 620 euros gross since January 2026. The spread between sectors is wide: IT and telecommunications and the financial sector pay multiples of the average, while basic manual, hospitality and agricultural work sit at the bottom. For western Europeans a local job generally does not pay off. Conversely, Bulgaria is exceptionally attractive precisely for location-independent freelancers: income is subject to a flat tax of just 10 percent (Art. 48 ЗДДФЛ). For free professions it gets even better — under Art. 29 they deduct a flat 25 percent for statutory business costs with no itemised proof, so the effective income tax is at most around 7.5 percent of the fee (income tax only, before social security). These social-security contributions (osigurovki) for the self-employed run at about 27.8 percent in 2026 (for those born after 1959; 31.3 percent with voluntary sickness and maternity cover). They apply only to a monthly base that is capped — at 2,300 euros since 1 August 2026 (Art. 9 of the 2026 State Social Insurance Budget Act; previously 2,111.64 euros). As a result they come to at most roughly 640 to 720 euros a month (depending on the cover chosen); at higher fees their effective share falls. The base limits are adjusted with the annual state budget — the total burden stays very low by European standards. Add the springboard location: Burgas airport for Europe, the large Istanbul airports IST and SAW as long-haul gateways within reach. For remote work this is attractive — but always settle the tax structuring with experts in Bulgaria AND in your home country.
