The region: infrastructure, administration, utilities

The Municipality of Pomorie informs all interested individuals and legal entities that a draft amendment to the detailed development plan (regulation and building plan) is being prepared for UPI I 5239 in block 257 of the town of Pomorie. It covers the plot with cadastral identifier 57491.501.710 and parts of the streets with identifiers 57491.501.455 and 57491.501.476. The notice was issued by the municipal department for spatial planning and environmental protection (UTOOS) on 28 October 2026.

The Municipality of Pomorie announces building permit No. 184 of 08.10.2026 for a residential building on plot UPI X (44425.501.404), block 37, in the village of Laka. The notice is addressed to Konstruktiv Pro EOOD as an interested party. The project and the permit can be inspected every Thursday from 9:30 to 12:00 and from 13:30 to 16:00 in the UTOOS department, 2nd floor, room 26; they can be appealed within 14 days of notification.

The International Congress Centre in Burgas hosted the “Black Sea 2030” forum on maritime and energy security, climate adaptation and critical infrastructure, opened by Mayor Dimitar Nikolov. On the current situation in the Black Sea, he said there is no official information at present that gives cause for concern. According to Nikolov, construction of a student campus with laboratories, including some for digital technologies in green energy and the use of marine resources, is at an advanced stage; the forum is part of the Blue Gates project, co-financed by the EU under the Interreg NEXT “Black Sea Basin” 2021-2027 programme.

On 16.10.2026 Georgi Peev, head of the transport ministry, reviewed the state of preparations with state railway BDZ, the infrastructure company NRIC, private operator Ivkoni Express and the Railway Administration. From 13 December 2026 Ivkoni Express will run passenger services in the northern region (14 per cent) and the southern region (11 per cent), 25 per cent in total; the western region, with about 75 per cent, stays with BDZ. The contracts run for 12 years. Five working groups have two weeks for rolling stock, staff transfers, depots and maintenance, timetables and ticket sales; the report does not say which lines belong to the southern region.

In Lozenets, rebuilding of the road to Oasis has begun, together with a cycle and footpath. The road stays open, with traffic reduced to one lane. The road to Lozenets central beach follows next. On a site visit on 16.10.2026 the mayor of Tsarevo named sub-measure 7.2 “Investments in the creation, improvement or expansion of all types of small-scale infrastructure” as the funding; in the next programme period over 1.5 million euros will go to the town of Ahtopol. The municipality gives neither total cost nor construction time for the road.

From the EXPAND STRANDJA project under the Interreg programme for cross-border cooperation between Bulgaria and Türkiye, the Municipality of Sozopol receives 413,261.32 euros, of which 351,272.12 euros are EU funds and 61,989.20 euros national co-financing; the project as a whole totals 923,212.25 euros. The money will give the open-air stage in front of the cultural centre new seats in place of the worn ones and further places for spectators, new lighting, a permanent sound system, and rooms and sanitary facilities for performers, including accessible ones. The tender for the construction works has been published, and the project runs from 3 February 2026 to 2 February 2028. The lead partner is the Turkish municipality of Vize, and the stated aim is to reduce the seasonality of tourism in the border region.

On 14 October 2026 the Bulgarian government approved a draft agreement with Türkiye on a new border crossing, Kapitan Andreevo–Kapikule North. It is to be built north of the existing crossings on both sides of the border. The draft counts as a basis for negotiations; nothing has been signed. A joint commission will determine the technical specification, the location of the access roads and the crossing, the types of traffic, operating hours, the number of lanes, the infrastructure and the types of cargo and passengers. The agreement is also to settle legal and practical questions for all border crossings between the two countries.

On 14 October 2026 the government approved an additional transfer of more than EUR 4.8 million to the budget of Burgas Municipality. The money funds the preparation and hosting of the Eurovision Song Contest 2027, which takes place in Burgas in May 2027. It covers the organisation of a test event and the subsequent technical preparations at Arena Burgas in line with the approved schedule. Burgas was chosen as host of the 71st edition in August by the Bulgarian National Television (BNT) and the European Broadcasting Union (EBU).

On 20 October 2026, from 14:30 to 16:00, the Municipality of Nessebar holds the second training workshop of the EU project TOURAL at the Artium Centre, with a live stream. A new tourism product will be presented: cultural dives to sunken ruins, fortress walls and ancient harbour structures. The dives take place under the supervision of the Centre for Underwater Archaeology and are meant to create year-round offers for visitors.

On 12.10.2026 the Municipality of Pomorie issued three orders (No. РД-16-2019, РД-16-2020 and РД-16-2021) permitting the preparation of amendments to the regulation and development plans. They concern parcels 35033.8.464 and 35033.8.448 in the Rekitsa area (Kableshkovo) and parcels 57491.508.158 and 57491.508.159 in the Paleokastro area (Pomorie). The orders can be appealed to the Administrative Court of Burgas within 14 days of notification.

The Mayor of Pomorie has authorised the drafting of an amendment to the detailed development plan (development plan and working plan) by Order No. РД-16-2025 of 14.10.2026. It covers plots UPI X 6030, UPI XI 6031 and UPI XII 6032 in block 273 of the town of Pomorie (cadastral IDs 57491.504.11, 57491.504.12 and 57491.504.13). Interested parties may appeal the order before the Administrative Court of Burgas within 14 days of notification.

From 10 May 2027, Transavia France will operate a direct route between Paris-Orly and Burgas, on Mondays. The announcement comes from Burgas airport and was published by Burgas24 on 11 October 2026. The report gives no flight number, no prices and no total number of flights per year. For owners in France and Western Europe, this means a direct route to the coast at the start of the season.

From 28 March 2027 Ryanair operates a direct route between Wrocław airport and Burgas, on Wednesdays and Sundays. Karol Przywara, chief executive of Wrocław airport, is quoted in the report on the new route. According to Burgas24, tickets are already on sale. For owners on the coast, the direct link means arriving from Poland without a stopover, which makes personal use and rental planning on this route more predictable.

On 10.10.2026 Mayor Dimitar Nikolov discussed preparations for the 71st Eurovision Song Contest in Burgas with Elizabeth Chapman, deputy head of mission at the British Embassy. The semi-finals are set for 11 and 13 May 2027 and the final for 15 May 2027; tens of thousands of visitors from almost 40 countries are expected. The talks also covered year-round flights between Burgas airport and London Luton, security measures and the region's accommodation capacity. The report names no decision on the flight link.

By order No. 8-Z-900 of 7 October 2026 the municipality of Sozopol permitted a draft amendment to the detailed development plan to be prepared for plot UPI III-505.95 (cadastral identifier 63015.505.489) in block 2 of the village of Atia. The designation is to change from “for guesthouse” to “for residential building”; the terms of reference under Article 125 of the Spatial Planning Act are approved. The order suspends application of the existing plan within its scope and lapses if no amendment draft is submitted within one year. It can be appealed within 14 days via the mayor to the Administrative Court of Burgas. The municipality published the notice on 8 October 2026.

On 9 October 2026 the Çerkezköy–Kapıkule section of the high-speed line from Istanbul to the Bulgarian border was opened in Babaeski, Kırklareli Province. Journey times for passengers fall from 4.5 to 1.5 hours, annual capacity rises from 600,000 to 3 million passengers and, in freight, from 1.5 to 9.5 million tonnes. Kapıkule station grows from 23 to 42 tracks and its track length from 15,675 to 51,000 metres. Construction began in 2019 and is jointly financed by Türkiye and the EU; the report gives no timetable for the Bulgarian side of the link.

On 9 October 2026 the Municipality of Sozopol published the draft of a detailed development plan (PUP-PRZ) that changes the designated use of plot 67800.7.163 and part of plot 67800.7.175 in the Budzhaka area and regulates the land; the intended designation is “for villa buildings”. Under Article 128(5) of the Spatial Development Act (ZUT), written objections, proposals and requests must be filed with the municipal administration within 14 days; the notice stays posted until 23 October 2026. The UTIPE directorate at 2 Han Krum Square, 2nd floor, room 29, provides access to the documents.

On 9 October 2026 a commission led by the regional administration inspected three construction sites in Burgas region: the III-992 Rosen–Veselie–Yasna Polyana (under construction since 2024), the III-9009 Novo Panicharevo–Yasna Polyana and the I-906 Dyulino–Gyulovtsa. On the III-9009 about 12 kilometres are being rebuilt, with new asphalt, drainage, three large bridges and 26 culverts; in September a section of about 6 kilometres was fully closed. Completion is planned for the end of 2026, subject to dry weather. The report names neither amounts nor contractors.

The children's hospital “Sveta Anastasia” in Burgas and Trakya University in Edirne signed a cooperation agreement on medicine, research and specialist training on 9 October 2026. It provides for the exchange of specialist doctors and lecturers, joint scientific work and further training in paediatrics, genetics and transplant medicine. A university team is due in Burgas as early as October 2026, and representatives are invited to the medical forum in Burgas in November. The report gives no details on funding or term.

The Municipality of Pomorie announces that the Director of the Regional Inspectorate of Environment and Water in Burgas has issued Decision No. BS-120-PR/2026 on screening the need for an environmental impact assessment. The investment proposal is called "Black Sea Scientific, Educational and Nature Conservation Centre for the Marine Environment" and is located in Pomorie, plot UPI XXII, quarter 217, cadastral identifier 57491.508.249. The developer is the company "PROPARTIS PS" EOOD, and the decision can be viewed at https://riosv-burgas.bg/.

Mayor Ivan Alexiev is inviting residents of Petar Beron Street in Pomorie, along with all other interested parties, to discuss a project to upgrade the surrounding space. The plans cover asphalting, access ways to building entrances and garages, repair of existing pavements and kerbs plus new ones, parking areas between the blocks, redesigned green spaces, new lighting units and video surveillance, and recreation areas with suitable planting. The meeting takes place in front of the residential blocks on 09/10/2026, a Friday, at 5.30 pm.

On 8 October 2026 the Municipality of Sozopol published building permit No. 146 for a multi-family villa building with a building water connection. The site is regulated plot UPI III-6016, cadastral plot 67800.6.804, in the Budzhaka area. The permit rests on the final decision No. BS-36-PROS of 23 September 2021 of the Burgas environmental inspectorate RIOSV. The UTIPE directorate at 2 Han Krum Square, 2nd floor, room 24, offers inspection on Tuesdays and Thursdays from 9:00 to 12:30.

On 7 October 2026 the Municipality of Tsarevo published the environmental impact assessment report for the reconstruction and modernisation of the “Michurin” fishing port. The project covers unloading quays and covered berths for boats on plots 48619.504.83 and 48619.504.88; the developer is the municipality itself. The administration at 36 Han Asparuh Street accepts written, reasoned comments within 30 days of 6 October 2026.

On 7 October 2026 a tranche of €3.918 million was approved for the Regional Centre for Transfusion Haematology in Burgas; the funds flow through the health budget. The money buys medical equipment and inventory, while the building on the grounds of the UMBAL Burgas university hospital in the Zornitsa residential district is already finished. The funds are a new tranche and not the same as the earlier roughly €2.56 million from the 2024 budget.

The Municipality of Pomorie has published building permit No. 156 of 25 August 2026 for the external power supply of a residential building on plot 57491.501.725 in the town of Pomorie. A low-voltage cable of type NAY2Y-J 4×185 mm² will run from the distribution board on the facade of the neighbouring building on plot 57491.501.724 to a new board on the facade of the new building. The project and permit can be inspected in the UTOOS department, 2nd floor, room 26, on Thursdays from 9:30 to 12:00 and from 13:30 to 16:00, and may be appealed before the competent administrative court within 14 days of notification.

With order No. RD-16-1973 of 6 October 2026, the Municipality of Pomorie has permitted the drafting of an amendment to the detailed development plan for plot UPI VI 904 in block 73 of the town of Pomorie. The amendment covers a building plan and a working development plan for the cadastral parcel 57491.502.218. Interested parties may appeal the order before the Administrative Court of Burgas within 14 days of notification.

By order No. 8-Z-880 of 5 October 2026 the Mayor of Sozopol approved the partial amendment of the detailed development plan, regulation and building parts, for regulated plot UPI III-61, cadastral plot 61042.501.160, in block 24 of the village of Ravadinovo; the municipality published the notice on 6 October under Article 129(2) of the Spatial Planning Act. The drawing and the order are attached to the notice as two PDF files containing the amended boundaries and building parameters. Ravadinovo lies five kilometres inland from Sozopol and has been on buyers' radar since the summer thanks to new villa building plots.

The Municipality of Sozopol has published building permit No. 143 of 5 October 2026 for villa buildings No. 89 and No. 90 with a shared underground car park; the site is regulated plot UPI XX-35010, cadastral plot 67800.35.137, in the Sveta Marina area within the Sozopol land register. The legal basis is Article 149(1) in conjunction with Article 149(6) of the Spatial Planning Act, accompanied by decision No. BS-100-PR/2024 of the Burgas environmental inspectorate RIOSV on the environmental assessment. Permit and project are available for inspection at the municipality's UTKSK directorate, 2 Han Krum Square, 2nd floor, room 24, on Tuesdays and Thursdays from 9:00 to 12:30.

At its extraordinary session on 24 September 2026 the Nessebar Municipal Council unanimously (19 votes in favour) adopted decision No. 812 approving the division of the four municipal plots 11538.11.23, 11538.11.1, 11538.11.13 and 11538.11.14 in Sveti Vlas and the preparation of the development and subdivision plans for the Sveti Vlas-Elenite wastewater treatment plant; funding comes from the EU programme "Environment 2021-2027". Decision No. 813 (14 in favour, 5 abstentions) adjusts the boundary between Nessebar and Ravda and merges two plots totalling 8,131 square metres into one unit for Europa Street. Decision No. 811 authorises the mayor to approve the 2025 annual report, the 2026 budget and a state subsidy of 23,000 euros for 2027 in the Burgas water association.

The Municipality of Pomorie invites representatives of the tourism business to a meeting on the initiative to create and develop the POMORIE GEOPARK. The presentation covers the project concept, the structure and organisation of the geopark, and the opportunities and benefits for the local community, the tourism sector and local business. The meeting takes place on 07.10.2026 from 17:30 at the Dechko Stoev Municipal Art Gallery in Pomorie.
