Which building standards apply on the southern coast, and how do they compare with Germany?
Bulgaria builds to European standards. Structure and earthquake resistance follow the Eurocodes (EN 1990 to 1999, Eurocode 8 for seismic design), the same body of rules used in Germany and Austria. Energy efficiency is governed by Наредба РД-02-20-3, with a scale from A to G, seven levels and no A+. Since 1 January 2024 new builds must reach Class A with at least 55 percent renewable energy on the building itself. Insulation values are set too, for example an outer wall up to 0.26 and double-glazed windows up to 1.4 W/m²K. An energy certificate is mandatory for sale, letting and new construction; the Sustainable Energy Development Agency (АУЕР) is responsible. For construction products, the new EU Construction Products Regulation 2024/3110 applies from 8 January 2026. In short, Bulgaria uses the same EU framework as the German-speaking countries; the energy classes are calculated somewhat differently from country to country.
