Yes, on three conditions: you are a private individual, the plot lies within the boundaries of a settlement, and the water serves private purposes only. That covers the household, watering your own plot and your own animals. As soon as the water is used commercially, a different procedure with an abstraction permit applies. The legal basis is Art. 43(2) of the Bulgarian Water Act.
