Do I need a permit for the well?
For private use you do not need a water abstraction permit. What you do need is prior notification: the director of the competent basin directorate must be informed before drilling starts. That follows from Art. 44(4) of the Water Act. For the southern coast the Black Sea Basin Directorate in Varna is responsible.
