Notify first, drill second, register third. In detail: you file form УГ1 with the basin directorate and wait for the reference number. Only then do you have the well drilled. Once it is finished you apply for registration within three months using form РГ1 and receive a registration certificate. The three-month deadline is set out in Art. 44(5) of the Water Act.
