Fewer permits in Q3: what changes for buyers?
The National Statistical Institute (NSI) reports on 3 November 2026 that building permits for the third quarter cover 2,224 residential buildings with 8,624 dwellings. That is 25.0 per cent fewer than in the previous quarter and 36.3 per cent fewer than in the third quarter of 2025. Construction continues all the same: dwelling starts rose by 13.2 per cent year on year to 7,296. In Burgas province, 180 residential buildings with 1,013 dwellings were permitted and 81 buildings with 975 dwellings were started. For buyers this means: the supply of new buildings grows more slowly than earlier years suggested, and these figures do not point to a quick easing of prices. Note that this is one quarter's figure, not a trend. Anyone considering a new-build apartment in Burgas province should ask the developer for the permit and construction start of the specific building. Source: NSI.
