What setbacks, height limits and use restrictions apply — and why do they differ by municipality?
The Spatial Development Act (ZUT) sets the baseline: low-rise residential buildings must keep at least 3 m from the side boundary and 5 m from the rear boundary of the plot. Ordinance No. 7/2003 of the Ministry of Regional Development (MRRB) adds zone-specific parameters such as building density, intensity and greenery. What is actually permitted on a given plot, however, is defined by the municipality's detailed development plan (PUP) based on its general plan (OUP) — which is why the rules differ between Burgas, Nessebar, Sozopol, Primorsko and Tsarevo.
