The number of registered property transactions in the first half of 2026 was around 18 per cent below the previous year, estate agent and investor Dimitar Kalaidzhiev reports in an interview with Flagman. Over several years he expects a nominal price correction of 10 to 15 per cent; for comparison, flats lost 35 to 40 per cent of their value between 2008 and 2012. Sofia is cooling more noticeably than smaller markets, while the psychological boost of euro adoption is fading. His core thesis: the next market phase rewards good location and solid build quality.

The National Academy for Theatre and Film Arts opens three bachelor programmes in Burgas for the 2026/27 academic year: acting for drama theatre, animation and film design, and dance and performance. In acting, 10 of the 18 places are already taken (3 state-funded and 5 fee-paying places remain), while animation is fully booked with 8 places. Online registration for the remaining places runs from 26 to 28 August, with entrance exams on 1 and 2 September at the Adriana Budevska Theatre. For Burgas this means year-round student life and a growing cultural scene that carries the city beyond the season.

A new STEM centre opened on 23 July at the Faculty of Social Sciences of Burgas State University, funded by the Ministry of Education. It is equipped with educational robots, laboratory models and flexible learning spaces, with a focus on robotics, programming and digital technologies. The centre trains future teachers for science and technology subjects and strengthens research into modern teaching methods. The educational offering in Burgas grows once again – a factor regularly underestimated in decisions about relocating to the coast.

Energy regulator KEVR has set the compensation amounts for household electricity in June: 25.20 euros per megawatt hour for EVN customers (south-east Bulgaria including the Burgas region), 25.15 euros for Electrohold, 23.77 euros for Energo-Pro and 19.28 euros for ESP Zlatni Pyasatsi, all excluding VAT. The amounts were already offset directly in the June bills; there is no separate payout. For households the mechanism noticeably cushions running electricity costs. Owners on the southern coast see the deduction directly on their property's EVN bill.

Assessment: Utilities are a fixed item in every owner's budget, and electricity is the biggest lever. The June compensation of a good 25 euros per megawatt hour at EVN shows the state continues to cushion price peaks for households. When budgeting for a holiday property I still recommend calculating with unsubsidised market prices – the compensation is a relief, not a guarantee.

From January to June 2026, 2,029 battery-electric cars were newly registered in Bulgaria according to manufacturers' association ACEA, up 95.8 per cent on the same period last year. The overall market grew 7.9 per cent to 25,957 vehicles; hybrids rose 105 per cent to 1,607 units. In June alone 478 electric cars were added, 135.5 per cent more than in June 2025; across the EU, electric cars reached 20.7 per cent of new registrations. For holiday properties on the coast, a charging point at the parking space is step by step turning from an extra into an expected standard.

Burgas has completed the second phase of its industrial zone next to the shipyards: 600 decares (60 hectares) with 5.35 kilometres of roads, 3.6 kilometres of cycle paths, sewerage, water, gas, high-speed internet and lighting, funded through the national recovery and resilience plan. Eight companies have already secured plots, one is building and seven are in planning; nine plots of 11 to 75 decares remain available. Mayor Dimitar Nikolov points out that formerly swampy, unusable land was activated here. New production facilities mean jobs – and stable housing demand in the adjacent Meden Rudnik district.

The Municipality of Sozopol published two construction notices on 14 July: at the Kavatsite locality, a project for 22 villa buildings with power and water networks has been notified (plot 67800.5.1005), with the related environmental procedure running in the environment agency's register. In parallel, building permit No 111 was issued for five villas in the Budzhaka locality, based on a final environmental decision. Both locations are among the most sought-after holiday zones south of Sozopol's old town. The municipality's official notices remain the earliest indicator of where building is actually happening on the coast.

The municipal council of Burgas has published the draft agenda for its session on 28 and 29 July. Items include street regulation plans for new access roads in Tvarditsa, Banevo and Izvor, as well as routes for power and water mains. Also on the list are a leisure sports facility with a children's course, the complete renovation of a car park and upgrading of the spaces between residential blocks in Meden Rudnik, and the renewal of the pedestrian underpass by the opera house. For owners such agendas are worth a look: they show early on where the city is investing in infrastructure.

Household debt in Bulgaria stands at 28 per cent of gross domestic product; only seven EU countries report a lower figure, with Romania lowest at 12.3 per cent. The EU average in 2025 was 49.4 per cent and the euro-area average 50.7 per cent, with the Netherlands highest at 93.5 per cent. Since 2017 the Bulgarian ratio has risen by just 5.4 per cent. For the property market this means the credit growth of recent years starts from a very solid base.

Under a decree promulgated in State Gazette No 66 of 21 July, the procedure for labour-market access of non-EU nationals has been switched over: applications, including the combined residence and work permit, are now submitted electronically only, via the secure e-delivery system, the e-government portal or the Employment Agency's interface. The requirement to present supporting documents in original plus copy is abolished; procedures already under way will be completed under the previous rules. The change applies from the day of promulgation. For assessing individual cases Svetlana draws on her local network of notaries, tax advisers and lawyers.

Since 21 July a new direct service has linked Burgas Airport with Radom in Poland, with two flights a week. After Warsaw, Gdansk, Katowice and Lublin, Radom is already the fifth Polish city with a direct connection to the southern coast. Seat capacity to Burgas this summer is 32 per cent higher than last year. For owners on the coast this means the growing Polish source market can reach the Black Sea even more easily.

At the end of the first quarter of 2026 Bulgaria's government debt ratio stood at 28.5 per cent of gross domestic product; only Estonia at 25.2 and Denmark at 26.8 per cent rank lower. Compared with the final quarter of 2025 the ratio fell by 1.3 percentage points. For comparison, the euro area stands at 88.9 per cent and the EU at 82.9 per cent. In the country's first euro year this is a calm foundation: sound public finances support confidence in the market.

In a European price comparison for family holidays Sunny Beach takes second place; only Portugal's Algarve ranks ahead, with Lanzarote third. The study compared typical on-the-spot spending, from a family meal to drinks, ice cream, sun protection and beach purchases. In 2024 the resort even topped the same ranking. The low price level remains one of the strongest arguments of the Bulgarian coast, for holidaymakers and for owners who let their property alike.

Fibank has extended free blink instant transfers by mobile phone number until 31 December 2026, both within the bank and between banks. Since the start of the year the number of these transfers has grown by 40 per cent. The money reaches the recipient in seconds and no IBAN needs to be entered; the recipient must have activated the service with their bank. For everyday payments between owners, property managers and tradesmen it is a practical option.

Final figures from the statistics institute for January 2026 show 812,800 visits by foreign nationals to Bulgaria, up 10.0 per cent on the same month last year. Holiday and recreation accounted for 39.0 per cent of the visits, business for 13.7 per cent. The strongest source countries were Romania with 168,600, Turkey with 151,900 and Greece with 137,200 visits. Growth in the depths of winter supports the country's year-round perspective, a factor coastal landlords keep an eye on.

UBB has introduced verification of payee for SEPA transfers: before execution the bank checks in real time whether the recipient's name and IBAN match, for standard and instant euro transfers within the EU and EEA. The result shows a full, partial or no match; if something does not fit, customers should confirm the details directly with the recipient. By 1 January 2027 all banks in Bulgaria must offer the service. For larger payments around a property purchase this extra check adds real security.

Bulgaria is preparing a nationwide mobility app that will show timetables, fares and the real-time movement of all public transport in the country. Travellers are to combine train and bus journeys with a single shared ticket; operators will feed their data into a national access point. The regulation governing the system is currently out for public consultation. For coastal residents without a car, planning trips between Burgas and the seaside towns would become considerably easier.

Nine hotels in Bulgaria have been included in the Michelin Guide Hotels selection, four of them additionally holding a Michelin Key. The Blu Bay Hotel in Sozopol is the only property from the southern Black Sea coast on the list. The tourism ministry honoured the hotels on 20 July, highlighting service quality and a clear connection to their destination. For Sozopol the listing is a quality signal that raises the southern coast's profile beyond the summer season.

Renovation of road III-99 between Otmanli and Yasna Polyana is under way: since 17 July two trial sections have been in progress, one using chemical soil stabilisation, the other cold recycling. The trial phase lasts seven days and is accompanied by laboratory tests. Following reports from residents, the regional administration inspected the site on 20 July and confirmed that machinery and workers are in place and the route remains safe to use. The road is an important access route for the villages between Burgas and the southern coast.

In the second quarter of 2026, 11,334 legal units were newly registered in Bulgaria, 9.2% fewer than a year earlier. The number of insolvency filings fell more sharply, by 17.7% to 966 cases. Both figures were also down on the first quarter. For buyers and owners this points to a calm, stable business environment in which the property market operates.

Anyone jumping into the sea from the Burgas pier risks a fine of 500 euro. Rocks and metal debris lie beneath the bridge, warning signs in four languages point this out, and beach wardens and police enforce the ban. Since 1 July eleven lifeguard posts have been staffed on the northern beach. For families on the city beach, the consistent supervision adds a measure of everyday safety.

Poland is one of the most important source markets for Bulgarian tourism, and according to the tourism ministry interest is developing exceptionally well. A B2B meeting of Polish and Bulgarian tourism companies is planned for September, along with a roadshow of Bulgarian providers in Poland. The aim is to extend the season and spread travel across the whole year. Steady Polish demand also benefits holiday lettings on the Black Sea coast.

The 18th edition of the 'Soleni vetrove' ('Salty Winds') singer-songwriter festival takes place on 31 July and 1 August 2026 on the 'Ohlyuva' open-air stage in the Burgas Sea Garden, from 5.30 p.m. to 9 p.m. each evening. Twenty-five soloists, four duos and one group are announced, including guests from abroad. The programme features song evenings, a humorous section and the 'Against the Wind' competition with eleven new original compositions; the winners are announced at the close.

According to Registry Agency data, 23.9 per cent fewer purchase deeds were entered in Burgas in the second quarter of 2026 than a year earlier; nationwide there were 45,965 transactions, down 17.9 per cent. The market is settling after the very strong year around the euro changeover. Notably, mortgage-financed purchases rose by 5.5 per cent while cash purchases fell by around 30 per cent; apartment prices in Burgas were 17.7 per cent higher in the first quarter than a year before. Buyers are gaining room to negotiate – just over half of the deals of the past six months closed with a discount on the asking price.

Gifting real estate in Bulgaria triggers gift tax depending on the family relationship: transfers between relatives in the direct line and between spouses are tax-free. For siblings and their children the municipal council sets the rate between 0.4 and 0.8 per cent, for all other recipients between 3.3 and 6.6 per cent. The tax base is the value of the property at the time of transfer, for real estate at least the official tax valuation. For guidance in individual cases Svetlana draws on her local network of notaries, tax advisers and lawyers.

On 20 July 2026 the municipality of Sozopol published the draft of a heat-resilience and climate-adaptation strategy for 2025 to 2035. The document is being developed under the EU project 'Green solutions for climate adaptation' within the INTERREG NEXT Black Sea Basin programme and focuses on reducing summer heat islands and making infrastructure climate-proof. Residents can comment on the draft for one month. For owners on the southern coast this is a good signal: the resorts are planning for hotter summers over the long term.

Supplier Bulgargaz has applied to the energy and water regulator for a natural gas price around one per cent lower for August 2026 – just over 37 euro per megawatt-hour excluding fees and taxes, after 37.70 euro in July. The regulator decides in a public session at the end of July; if approved, the new price applies from 1 August. For households with a gas connection on the coast this means stable utility costs at the height of the season.

From 21 to 24 July 2026 Burgas dedicates four evenings to Japanese culture. The programme includes an introduction to Japanese history, a film evening with expert commentary, impressions from EXPO 2025 with a look at the Japanese economic model, and an evening on Japanese literature. The series, run by the Japanese studies department of Sofia University, starts at 6.30 p.m. each day and admission is free.

The 2026 summer season has caught up with last year's pace: according to the tourism ministry, the initial shortfall of around 200,000 visitors has been made up. The assessment was given on 18 July 2026 in Lozenets on the southern coast. The ministry is also opening regional offices on the northern and southern Black Sea coast; with a good September the season could even end with growth. A stable season supports rentals and demand along the coastal corridor.

On road III-906 across the Dyulino Pass, asphalting is due to begin by 15 August 2026; within the municipality of Pomorie, 15 November is named as the target for completing the section. The project covers 65.6 kilometres in total; the first section from Staro Oryahovo to Gyulyovtsa runs more than 34 kilometres and is budgeted at around 43 million euro. The second section via Kableshkovo to Sarafovo is to start in September once permits are complete. The route links the hinterland of the Nesebar and Pomorie municipalities with the Burgas area.
