On 18 September 2026 A95 petrol in Bulgaria cost 1.67 euro a litre, diesel 1.94 euro and LPG 0.68 euro. On the same day a package of measures worth more than 300 million euro was announced to cushion the effect of high fuel prices on households and businesses. Of that, 170 million euro goes as aid to farming businesses, with 100 million euro covering the difference in the gas oil price between 2025 and 2026, equivalent to almost 44 cents a litre. A one-off payment of 50 euro is foreseen for low-income households, covering more than 560,000 people, with 30 million euro set aside.

On 17 September 2026 a citizens' committee in Sveti Vlas wrote to the departments for regional development, environment and water, finance and tourism, and to the Burgas district administration. It asks for a new wastewater treatment plant and for an action plan with firm dates by 1 November 2026. The trigger was the closure of Iztok beach on 12 August 2026 by the regional health inspectorate after a failure at the Elenite plant had contaminated the sea. A human chain is announced for 18 September from 9 a.m. on the Burgas to Varna road at the Kosharitsa checkpoint, so traffic there may be held up.

Sozopol municipal council adopted the 2026 budget on 17 September at its 33rd session. It amounts to 23.4 million euros, about ten per cent above last year. Delegated state tasks account for some 7.5 million euros, the earmarked grant for capital spending stands at a little over 700,000 euros, and more than 609,000 euros are carried over from the previous year. The priorities are municipal road infrastructure and connecting the villages to water and sewerage, where so far only Ravadinovo is on the network.

On 17 September 2026 Burgas municipality published the draft of a detailed development plan for plot 07079.707.197 in the Ostritsa 2 settlement area, Banevo cadastral district. It provides for villa building up to seven metres high, that is two storeys, with a building density of up to 20 per cent, a floor area ratio of up to 0.8 and a minimum green share of 70 per cent; parking has to be provided on the plot. The legal basis is article 128 paragraphs 3 and 5 of the Spatial Planning Act. The papers are available at the ZAU Osvobozhdenie directorate on working days from 8.30 to 12.30, and objections can be filed within 14 days of service of the notice.

Assessment: Twenty per cent density and seventy per cent greenery are the figures that keep a villa area calm for years. Buying there means buying distance from the neighbour rather than floor space, and that is what carries resale value in the hinterland of Burgas. I see two sides: the owner-occupier gains quiet, the developer loses volume, because 0.8 leaves little room. The 14 day period also applies to neighbours who wish to object, and in practice this is the window most often missed.

By order no. 3022 of 17 September 2026 the mayor of Nessebar granted the owners' association of the Bay View Villas complex a free right of use. It covers 110 of the 673 square metres of plot 51500.200.9 in the Baira locality, a forest area, and serves the operation and maintenance of borehole TK-2 as well as the water abstraction permit procedure. The term is five years, the right of use is valued at 2.60 euros, plus 0.13 euros in municipal tax and 30.68 euros in administrative fee including VAT, both payable within seven days. The legal basis is article 39 of the Municipal Property Act and article 69 paragraph 2 item 3 of the Forestry Act, together with council decisions no. 752 and 808.

A new methodology sets out how the consumer protection commission examines whether a price rise is economically justified, based on the amended Consumer Protection Act. Higher costs for supply, production, labour, energy and raw materials, as well as exchange rate movements, count as justification; a reference to general inflation or to a profit target does not. The comparison is with the regular price in comparable earlier periods, while promotions and the return to the regular price are excluded. A trader has at least five working days for the first reply, with five to ten more if the data are incomplete, and only then is the increase deemed unjustified. Two industry associations regard this as control of profits and as a burden mainly on small firms.

A regional business conference met at Burgas Free University on 17 September 2026, part of the nationwide series run by the Leader.BG platform and under the patronage of mayor Dimitar Nikolov. Investment, digitalisation and the link between companies and higher education were at the centre. The second phase of the Burgas industrial and logistics park, completed in mid August 2026, and the development of the port, the airport and the free trade zone were named as arguments for the location. Rector Milen Baltov announced that students will in future spend whole semesters inside companies.

The international festival of documentary historical cinema Dock runs from 17 to 22 September 2026 in Burgas, its ninth edition. It opened at the NHK cultural centre with the portrait film about Sylvie Vartan. All screenings are free of charge, and new this year are a separate section for short films and an audience award. The jury chaired by Boya Harizanova presents the awards on 22 September at the regional library.

On 16 September 2026 Sozopol municipality gave notice under article 129 paragraph 2 of the Spatial Planning Act that by order no. 8-z-819 of 15 September 2026 the mayor approved a detailed development plan covering regulation and building. It changes the designated use of plot 67800.6.30 in the Budjaka locality. The order and the plan drawing are attached to the notice. Budjaka is the villa area south of the old town, and any change there shifts the neighbourhood and the density of the adjoining plots.

Assessment: In Budjaka the price is set less by the house than by the planning position, because view, distance and height make the difference there. A changed designation on the neighbouring plot can cost you your outlook, but it can also lift the value of your own land if the whole zone follows. I would look at the current plan for the plot being bought and for the immediate neighbours before any deposit. For an assessment in an individual case Svetlana draws on her local network of notaries and lawyers.

Bulgargaz has applied to the energy and water regulator for a price of 44.08 euros per megawatt hour for October 2026, excluding access and transmission charges, excise duty and VAT. That is 5.96 per cent above the 41.60 euros approved for September. The price mix contains volumes from the long term supply contract with Azerbaijan and liquefied natural gas bought through tenders, plus a component for storage at the Chiren underground facility. The application is discussed in a public hearing, and the price is then set.

On 14 September 2026 Pomorie municipality published an investment proposal under article 4 paragraph 1 of the environmental impact assessment regulation. The company Bulgerian Real Estates OOD intends to build two detached houses and a tube well on plot 35033.15.126 in the cadastral map of Kableshkovo, Laleto locality. The notification was filed through the regional inspectorate of environment and water in Burgas, and within the municipality the spatial planning and environmental protection directorate is responsible. Affected persons and companies may comment on the proposal.

The Transport and Tourism campaign was launched at Sofia Central Station on 17 September 2026. Newly fitted bistro cars now run on the Sofia to Burgas line and on the narrow gauge railway from Septemvri to Dobrinishte, carrying travel information and board games. Advance ticket sales are being extended, starting with first class. A national tourism portal with online sales of tickets and museum entries is due by the end of the year. The Burgas connection is being prepared for higher demand in May 2027, when the Eurovision Song Contest takes place in the city.

On 17 September 2026 the Commission for Protection of Competition opened an in depth review of the acquisition of control over ContourGlobal Maritsa Iztok 3 and ContourGlobal Operations Bulgaria by Nomad Capital Group EOOD. The second shareholder is the National Electricity Company. The authority sees horizontal effects in wholesale electricity trading and vertical effects between generation and sales, and wants to establish the actual beneficial owner and the financing of the recently founded buyer. A proposed condition would hive off solar plants and battery storage into a separate company, which would require the energy regulator's approval. Anyone wishing to comment on the effects on competition has 30 days from publication of the decision.

Assessment: Electricity is a running cost on the coast that many owners only see in the annual statement from the management company. Maritsa Iztok 3 covers a noticeable share of domestic generation, and whoever controls it influences the wholesale price and thus, indirectly, the service charges of a complex. I therefore read this case not as corporate news but as an early signal about the price base of the coming heating seasons. In practice that means buyers should look at the property's electricity contract and at the share of common areas in the bill before they sign.

In August 2026 employers registered 9,659 vacancies with the labour offices, 1,211 more than in July and an increase of 14 per cent. The registered unemployment rate stood at 5.47 per cent, with 155,007 people on the register. Through the labour offices 8,837 people took up work in August, and a further 659 employees, students and pensioners received support when changing jobs. Most vacancies were in education, manufacturing, public administration, trade and vehicle repair, administrative and support services, hospitality and catering, and transport and storage. The professions most in demand were teachers, industrial and construction workers, drivers, cleaners and staff in personal services.

Order RD-02-15-43 of 9 September 2026 by the department for regional development and public works permits the preparation of a detailed route plan for a linear object of technical infrastructure under water. The route starts at the site of the local wastewater treatment plant in property 07079.831.1 in the Otmanli locality, Rosenets forest park, and runs into the Black Sea within internal maritime waters. Burgas municipality published the decision on 17 September 2026 under Article 124b(2) of the Spatial Planning Act. What is permitted is the planning stage, not construction.

On Wednesday 23 September 2026 the first active lane of the Trakia motorway at kilometre 172 near Chirpan in the direction of Burgas will be closed from 10.00 until the replacement of toll cameras is finished. Traffic will use the remaining lanes. On the same day there will be short lane closures on road I-5 in the Stara Zagora district: at kilometre 199 near Kazanlak from 10.30 to 11.00, at kilometre 212 near Yagoda from 11.30 to 12.00, at kilometre 191 near Kran from 12.00 to 12.30 and at kilometre 182 near Shipka from 13.00 to 13.30. Current traffic conditions are available at api.bg and on the telephone number 0700 130 20.

On 17 September 2026 all 16 municipal councillors unanimously adopted the 2026 budget of Kameno municipality: 13,561,668 euro, of which 7,999,463 euro for state delegated activities and 5,562,205 euro from local revenue. The investment programme amounts to 16,964,048 euro, of which 10,142,483 euro from the recovery plan and European Union programmes, 5,581,966 euro from state funds and 293,607 euro from own resources. It provides among other things for a general development plan for the municipality, the renewal of N. Y. Vaptsarov street in Kameno, the replacement of water pipes in Livada and Trastikovo and works at the fortress near Rusokastro. Mayor Zhelyo Vardunski noted that around 90 per cent of the planned activities were already under way or completed on the day of adoption. It is the municipality's first budget drawn up entirely in euro.

From 18 to 20 September 2026 Burgas hosts 300 performers from 20 folklore groups travelling in from Austria, Germany, Italy, Spain, the United Kingdom, France, Norway, Moldova, Switzerland and Cyprus. The opening is on 18 September at 19.30 in the Summer Theatre. On 19 September at 17.30 all groups dance one large circle dance on St Cyril and Methodius Square. On 20 September a parade sets off at 17.30 from the city hall square to the Sea Garden, followed at 19.30 by the gala concert with the awards. The festival is carried by the association of Bulgarian folklore ensembles abroad together with Burgas municipality and the agency for Bulgarians abroad.

On 22 September 2026 Burgas marks the 118th anniversary of the declaration of Bulgarian independence. At 10.30 the flags of Bulgaria, the European Union and Burgas municipality are raised on Atanas Sirekov Square, followed by a service. At 11.00 wreaths and flowers are laid at the monument to the 24th Black Sea Regiment. At 11.30 the Sliven national ensemble for songs and dances performs under the direction of Deyan Mitev. Admission to all events is free. 22 September is a public holiday.

The Communications Regulation Commission wants to add four alphanumeric characters to today's four digit postcode. Each addressable object would then carry a code of its own instead of one number covering a whole settlement. The legal basis is the Postal Services Act, which gives the commission the task of setting the system; the public consultation has been running since 16 April 2026. Valid codes and the address data behind them go into an electronic register that serves as the official database. A transitional arrangement covers objects for which the official sources still hold no data, so the change is introduced step by step.

Assessment: To an owner this sounds like administrative plumbing, yet it decides whether post actually arrives. Anyone waiting for a tax valuation certificate, court mail or a parcel in a complex with twenty identically named entrances knows the problem. One code per object makes the address unambiguous for machines, which later also helps when matching it against the cadastre and the property register. I would follow the consultation and check whether my own properties are recorded cleanly in the official registers, because the transition depends on exactly that.

A detailed development and building plan has been drawn up for property 133.71 in the Kaptazha locality, Izvorishte land, Burgas municipality. It provides for a villa zone with a height of up to 7 metres over two storeys, building density of up to 40 per cent, a floor area ratio of 0.8 and at least 50 per cent green space. The draft can be inspected at the CAU Osvobozhdenie directorate in the Slaveykov district next to block 49 on working days from 8.30 to 12.30. Objections under Article 128 of the Spatial Planning Act may be lodged within 14 days of notification, at the latest by 30 September 2026 at 17.00.

Deputy mayor Stanimir Apostolov proposes that the city's municipal trading companies pay 50 per cent of their after tax profit for 2025 into the budget as a dividend. The municipal council decides on 21 September 2026 and payment is due by 30 October 2026. Medical establishments are exempt if they invest an equivalent amount in their core activity, that is in capital expenditure and medical equipment. A separate rule applies to the Burgas oncology centre: it may use half its profit for the instalments of an investment loan for nuclear medicine diagnostics and automated brachytherapy. At the same time uncovered losses from earlier years are to be settled from retained profits and reserves.

Around Independence Day the Road Infrastructure Agency restricts traffic for lorries over 12 tonnes. On Friday 18 September 2026 the restriction applies from 15.00 to 20.00 in the direction leading out of Sofia, and on Tuesday 22 September 2026 from 12.00 to 20.00 in the direction towards Sofia. It covers the Trakia, Hemus and Struma motorways and a section of road I-1 in the Blagoevgrad district. Buses over 12 tonnes in public passenger transport, ADR hazardous goods transports, live animals, perishable food and temperature controlled loads as well as recovery vehicles are exempt. Current traffic conditions are published at bgtoll.bg.

The Trans-Caspian International Transport Route links Southeast Asia and China via Kazakhstan, the Caspian Sea, Azerbaijan and Georgia with Europe, among others through the Black Sea ports of Burgas and Varna and the Georgian ports of Poti and Batumi. Freight volume reached about 4.5 million tonnes in 2024, up from 586,000 tonnes in 2021. On 16 September 2026 the European Commission announced that it aims to mobilise up to 12 billion euro of public and private funds through its Global Gateway initiative, to triple trade flows by 2030 and to shorten transit times. A working group of the route met in Sofia on 14 and 15 September 2026 to discuss performance, container traffic and competitiveness.

Assessment: For the housing market on the southern coast a route like this counts as a jobs question, not as a headline. A port with growing container throughput ties logistics, forwarding and maintenance to Burgas, and that is the demand side for year round letting rather than for the season alone. I stay cautious with the figures, because announced mobilisation of funds is not yet booked traffic. Anyone thinking long term watches the throughput figures of the port of Burgas, not the declarations of intent.

By order 2977 of 11 September 2026 the mayor of Nesebar approved an amendment to the development and regulation plan for plot UPI XXII in quarter 20, cadastral number 51500.503.207. The zone changes from low rise to medium rise residential, while the use remains housing. The floor area ratio rises from 1.87 to 1.99, the minimum green share falls from 40 to 30 per cent, building density stays at 48 per cent and the height at three storeys up to 10 metres. The order and the documents can be inspected at the spatial planning department of Nesebar municipality, Edelvays street 10, third floor, room 31; an appeal runs within 14 days through the municipality to the administrative court in Burgas.

On 16 September 2026 the national average price of diesel stood at 1.95 euro per litre and petrol at 1.70 euro. On that day alone diesel added three cents and petrol one cent. Dimitar Hadzhidimitrov, deputy chairman of the association of fuel traders, producers and importers, expects 1.97 to 1.99 euro by the weekend. He points to tight diesel supply, the closure of some ten European refineries in recent years, higher transport costs and the build-up of winter stocks. Anyone building or refurbishing on the coast sees this movement first in contractors' travel charges and in freight for materials.

Since 10.30 on 16 September 2026 the section of Emil de Laveleye Street between Georgi Shagunov Street and Doktor Nider Street has been closed to vehicles. The closure runs until 16 December 2026, that is three months. The reason is restoration of the carriageway after the sewer network there was replaced. The section lies in the centre of Burgas. The municipality points to a temporary traffic scheme in the area concerned.

On 15 September 2026 the statistical institute published the final August figures. The consumer price index rose by 0.6 per cent over one month and by 5.1 per cent over one year. Since the start of the year the increase stands at 4.3 per cent, while the harmonised index is at 5.0 per cent year on year. Transport set the pace with 5.5 per cent in a single month: diesel fuel became 13.5 per cent dearer, A95 petrol 4.0 per cent. Clothing and footwear fell by 2.0 per cent and healthcare by 0.4 per cent. For owners on the coast the transport and energy component matters most, because it feeds through running costs and tradesmen's rates into their own accounts.

Assessment: Five per cent annual inflation is a lot, and the driver sits not in the everyday basket but in fuel. For landlords that means rising service charges and dearer tradesmen's hours; for buyers of a new build it means cost pressure that reaches asking prices with a delay. I therefore no longer budget running costs on last year's figures, and I have maintenance and building contracts checked for price escalation clauses.

By order No 8-Z-813 of 14 September 2026 the mayor of Sozopol registered class B accommodation, that is guest rooms and guest apartments. The municipality published the order on 15 September 2026. The basis is Article 44(2) of the Local Self-Government Act together with Article 128(2), Article 3(2)(1)(c) and Article 4 of the Tourism Act, plus a decision of the expert commission for the categorisation of tourist facilities. Registration takes the form of an entry in the National Tourism Register, and the registered facility receives a registration certificate. The register is public and can be consulted before a purchase.

On 15 September 2026 Sozopol municipality published register No 11 of applications received for circumstantial verification. It lists two: OS-3007-28 of 3 September 2026 for a plot in the village of Rosen with residential and farm buildings, and OS-3007-29 of 14 September 2026 for 56 square metres in the town of Sozopol. In this procedure the notary establishes ownership through witnesses and a municipal certificate where an unbroken chain of deeds is missing. Checklist before a purchase: first, ask on which title the seller's ownership rests; second, where a notarial deed comes from circumstantial verification, compare the municipal register with the entry at the registry agency; third, have it checked whether the prescription period had actually run; fourth, compare the plot boundaries in the cadastre with the description in the deed.
