Under Article 66 of the Value Added Tax Act the standard rate of VAT in Bulgaria is 20 per cent and applies to taxable supplies, imports and intra-Community acquisitions. Article 66a reduces the rate to 9 per cent, among other things for accommodation services in hotels and similar establishments, including the letting of holiday flats and camping sites. Article 66b sets a zero rate for the supplies listed in Articles 53, 64a, 140, 146 and 173. Checklist: establish whether your own letting counts as an accommodation service or as plain residential letting; fix the applicable rate before the first invoice; ask booking portals which rate they apply in their statements; have the classification confirmed in writing by your accountant.

The official portal for electronic administrative services describes the issue of visas for long-term stay in Bulgaria on the basis of Article 9a paragraph 2 item 4 of the Foreigners Act. Required are a travel document valid for at least three months beyond the planned departure, a passport photograph, fingerprints, proof of the fee, medical insurance covering repatriation and emergency treatment, and evidence of the ground for the application and of the means available. Processing takes 15 calendar days or 35 working days depending on the ground, and the application must be lodged at least three months before the planned travel date; the fee follows tariff no. 3 of the Ministry of Foreign Affairs. Checklist: check the remaining validity of the passport before booking appointments; settle the ground for the application, because it determines the deadline; take out the insurance before the appointment; plan three months of lead time rather than four weeks.

The official register of administrative services lists service 238, the authorisation of long-term residence of foreigners, on the basis of Articles 24, 24b, 24v, 24e, 24i, 24k, 33a, 33k, 33p and 33r of the Foreigners Act. Required are a valid passport with entry stamp, proof of the fee paid, evidence of accommodation, medical insurance, proof of means of subsistence and, on a first application, a certificate of good conduct; where the applicant works, the employment agency's work permit is added. The processing period runs from 14 to 60 days and may be extended by up to two months in complex cases. Checklist: lodge the application while the D visa still has several weeks to run; assemble the documents on the list in full before the appointment; build the two-month extension into your own planning; obtain the accommodation evidence and the insurance early.

Nessebar, Cherno More quarter: draft raises the permitted height from 10 to 13.50 metres, density and green area unchanged

In notice no. N2-UT-6563 of 4 September the municipality of Nessebar publishes a draft amending the development plan for UPI I-obsht. in quarter 21 of the Cherno More residential district, identifier 51500.503.219. The maximum permitted height rises from 10.00 to 13.50 metres, which corresponds to four storeys plus an attic floor, while the built-up coefficient of 40 per cent, the intensity of 2.0 and the minimum green area of 30 per cent remain unchanged. Inspection and objections go through the spatial planning department at 10 Edelweiss Street, third floor, room 31, within 14 days. Here only the height changes; the built volume of the quarter stays capped.

On 3 September the municipality of Nessebar published notice no. N2-UT-6525, a draft amending the detailed development and regulation plan for plot UPI V-7057, 7058 with identifier 11538.502.368 in quarter 26 of Sveti Vlas South. The draft raises built density from 45 to 80 per cent, the intensity coefficient from 1.5 to 2.9 and the permitted height from 10 to 15 metres, while the minimum green area falls from 45 to 20 per cent. Objections may be lodged within 14 days of publication; the file is held by the municipal spatial planning department at 10 Edelweiss Street, third floor, room 36. For anyone who owns a property in Sveti Vlas or intends to buy there, notices of this kind are the reliable statement of what may be built on the neighbouring plot.

Sozopol terminates categorisations of accommodation objects: order 8-Z-784 of 2 September, 14 days to appeal

On 2 September the municipality of Sozopol terminated the categorisation of accommodation objects by order 8-Z-784; the objects concerned are listed in annex 18 to the order. The legal basis is Article 44 paragraph 2 of the Local Self-Government Act together with Article 137 paragraph 1 item 2 and paragraphs 2, 3 and 4 of the Tourism Act. The reason given is a change of circumstances that has to be reflected in the register. The order may be appealed within 14 days under the Administrative Procedure Code.

Assessment: A valid categorisation is the entry ticket to lawful letting, and it attaches to the property, not to the owner. For every property offered with a running letting business I check whether the categorisation still stands or has been terminated; a terminated entry can be applied for again, but it costs time and, in case of doubt, a season. For buyers this point belongs on the list before the preliminary contract, not after it.

According to the preliminary data of the National Statistical Institute of 31 August, expenditure on the acquisition of tangible fixed assets reached some 22.57 billion euro in 2025, 18.4 per cent more than in 2024; the conversion uses the official rate 1 EUR = 1.95583 BGN. Buildings and structures accounted for some 7.53 billion euro or 33.4 per cent, machinery and production equipment for some 6.82 billion, transport equipment for some 2.40 billion and land for some 2.12 billion euro; the share of land rose by 2.8 percentage points to 9.4 per cent. By economic activity manufacturing and energy lead with some 7.23 billion euro, followed by trade, transport and hospitality with some 4.24 billion and real estate activities with some 2.53 billion euro. Agriculture reaches some 1.04 billion and public administration some 2.18 billion euro.

Whether cellar and parking space belong to the flat is not stated in the sales brochure but in the cadastre. The extract is called the scheme of the independent object, carries number 1449 in the KAIS portal of the Agency for Geodesy, Cartography and Cadastre and costs 7.16 euro as a PDF or 10.23 euro on paper. Regular processing takes 7 working days, the expedited route 3 working days at double the fee. An electronic application requires a portal account and a qualified electronic signature; the result arrives as a PDF in your own profile, by courier or for collection at a service centre. Checklist: order the scheme before the preliminary contract, not after; match the object identifier from the offer with the one in the scheme; check whether cellar and parking space carry identifiers of their own; where a parking space is not a separate object there, settle in writing before any deposit on what basis it is being sold with the flat; allow for the expedited route if the timetable is tight.

The mayor of Pomorie has opened a leasing procedure without tender or competition by order No. RD-16-1677 of 28.08.2026. On offer are 52 small agricultural plots in the districts of Belodol, Stratsin, Kosovets, Galabets, Medovo, Acheloy, Bata, Goritsa, Poroy, Pomorie and Dabnik for one farming year 2026/2027 at 24 euros per decare per year. Sole traders, legal entities and private individuals may apply until 16:00 on 21.09.2026 at the municipal enterprise OGSS in Pomorie, 5 Solna Street, room 41; the application documents cost 10 euros excluding VAT, and if more than one application is filed for the same plot, a public auction is held.

Assessment: This is a lease of municipal land for a single farming year, not ownership and not building land: anyone already holding a property in Bata, Goritsa, Medovo or Acheloy can add adjoining plots of 0.510 to 4.795 decares at 24 euros per decare per year. Whoever wants one must buy the documents for 10 euros and file in Pomorie by 21.09.2026, since the commission ranks applicants by order of submission and two bids for the same plot trigger an auction.

Nessebar adopts 2026 budget of 73.538 million euro, 13 million of it for investment

On 4 September 2026 the municipal council of Nessebar adopted this year's budget of 73.538 million euro. Revenue comprises 24.2 million euro from taxes, 20.3 million from non-tax sources and 19 million in state subsidy including a 1.335 million carry-over, plus 6.764 million carried over from 2025 and 21.2 million euro for programmes and projects using EU funds. On the spending side 18.5 million euro go to state-delegated activities, 50 million to local activities and 5 million to co-financing. The investment programme comes to 13 million euro, including an 880,000 euro earmarked subsidy, and goes into the road network, pavements, street lighting, public buildings, equipment and vehicles; education receives 14 million euro, health 537,400 euro, social care 687,400 euro and the reading houses 247,300 euro.

Sozopol publishes register 10 of applications for circumstantial title checks: two plots in Zidarovo and Ravna Gora

On 2 September 2026 the municipality of Sozopol published register number 10 of the applications received for a circumstantial title check. In this procedure ownership of a plot without a deed is established through witness statements before a notary issues a title. The register lists two objects: in Zidarovo 392 out of 498 square metres with a single-storey house of 43 square metres, and in Ravna Gora at 3 Ivan Vazov Street 516 out of 600 square metres with a house of 92 square metres and a single-storey outbuilding of 75 square metres. The municipality publishes these registers in a running numbered series.

Assessment: For buyers this register is a free early-warning tier. Anyone examining a plot in the hinterland of Sozopol can see here whether title to it is only now being established through witnesses rather than through a chain of purchases in the property register. Such a title is valid but more open to challenge than a notarial acquisition with an unbroken history, and it calls for a separate check of the chain of ownership before any deposit. That is why I read the publication as an argument for going through the municipality's official registers before every preliminary contract on property in Zidarovo, Ravna Gora and the neighbouring villages.

By order No. RD-16-1676 of 28.08.2026 the mayor of Pomorie opened a public auction with open bidding for the lease of 24 municipally owned farm plots in the land areas of Galabez, Kozichino, Medovo, Kableshkovo, Aleksandrovo, Gaberovo and Stratsin. The starting price is 24 euros per decare per year for arable land, 34 euros for the 1,753 decare vineyard and 45 euros for the 50,094 decare orchard, with a bidding step of 10 percent each; the lease runs for five farming years from 2026/2027. Documents must be filed by 4 p.m. on 21.09.2026, the auction takes place on 23.09.2026 at 2.20 p.m. in the municipal hall at 5 Solna Street, with a second date on 30.09.2026.

Since 1 January 2026 (amendment in State Gazette No 85/2025) Tariff No 4 of the Interior Ministry sets fixed euro amounts: 5.11 euro for the application, 102.26 euro for a prolonged residence permit of up to six months and 255.65 euro for six months to one year (Art. 10 paras 5 and 7). The residence card itself costs 20.45 euro (Art. 46), permanent residence 511.29 euro (Art. 12), long-term residence 56.24 euro (Art. 12a); family members of Bulgarian citizens and other special grounds under Art. 24 of the Foreigners Act pay 76.69 euro (Art. 10 para 1). Checklist: have fee and service charge shown separately on any agent's invoice; pay the fee directly to the authority and keep the receipt; match your own ground of residence to the right item, because the amount depends on it; check the tariff in the year of application. Anything above these amounts is a service charge.

Anyone buying furniture or fittings for a let flat in Turkey crosses the land border privately with an allowance of 300 euro (430 euro by sea or air); above that, customs duty and VAT apply. If the purchase runs through the VAT-registered Bulgarian company, import VAT becomes input tax provided three conditions of the Revenue Agency are met: the company is named as importer in the customs declaration, the tax has been paid to the budget, and the goods serve taxable supplies such as short-term holiday letting. The right to deduct may be exercised in the tax period of the import or in one of the twelve following periods. Checklist: have the invoice issued to the company; enter the company as importer in the customs declaration; keep the payment record for the import VAT; enter the customs declaration in the purchase ledger; VAT-exempt long-term residential letting does not satisfy the third condition.

Anyone starting work in Bulgaria as manager of their own company, as a freelancer or as a sole trader registers with the Revenue Agency as a self-insured person within seven days of starting the activity (declaration under service No 818); whoever misses the deadline is insured only for disability, old age and death. The Pensions fund is mandatory; the General Sickness and Maternity fund is optional and can be changed only from 1 to 31 January of a year. The monthly contribution base is chosen by the person between the minimum and the maximum, since 1 August 2026 between 620.20 and 2,300 euro (until July 550.66 and 2,111.64 euro, Social Security Budget Act 2026, State Gazette No 68/2026); the final amount is reconciled with actual income through the annual tax return. Checklist: fix the base in writing on registration; change the sickness-benefit option only if needed and only in January; check the limits with every new budget act; keep the registration confirmation and contribution records.

Assessment: Registration is the least conspicuous step of a move to the coast and the most expensive one if it is missing: without a timely declaration there is no sickness benefit, and the base cannot be repaired retroactively. I put this item on the list of every client with their own company before the first invoicing month.

Energy renovation: 630 apartment blocks in over 100 municipalities receive 332.5 million euro, Burgas with 30 blocks in the first phase

The Bulgarian Development Bank has concluded the contracts for the energy renovation of 630 multi-family buildings in over 100 municipalities by the 31 August 2026 deadline. The funds from the Recovery and Resilience Plan amount to 332.5 million euro after 85.9 million euro were added in August to the original 246.6 million euro; 100 per cent of eligible costs are covered for around 1.3 million square metres of housing. The bank took over the scheme in 2026 from the Ministry of Regional Development following a cabinet decision and approval by the European Commission. In Burgas the first phase covered 30 blocks in the Meden Rudnik, Izgrev, Slaveykov and Lazur housing estates; further buildings were on the reserve lists.

Capital in euro: articles of association need updating only with the next amendment, at the latest by 31 December 2028

On 3 September 2026 the Registry Agency explained what the deadline extension in the Euro Adoption Act, adopted by the National Assembly on 2 September, means for companies: founding documents may be brought into line with the capital shown in euro until 31 December 2028. Until then OOD, AD and partnerships limited by shares can publish annual accounts and register procuration, branches, pledges, attachments, liquidation and beneficial owners without amending their articles. Amendment becomes mandatory only when the documents are changed for another reason, such as a new name, a change of seat, a change of shareholders or a capital increase or reduction. The agency and the Ministry of Justice had supported the extension.

Assessment: For owners with an EOOD that holds nothing but a flat this means no notary appointment and no fee just because of the euro. I still advise updating the articles with the next amendment that is due anyway, rather than joining the queue at the end of 2028.

Draft law on public-private partnerships: at least five infrastructure projects by 2030, so far 880 million euro against 2.31 billion in Greece

On 2 September 2026 the Ministry of Economy put a draft law on public-private partnerships up for public consultation; comments may be submitted for 30 days. According to the explanatory memorandum, partnership projects worth around 880 million euro were implemented in Bulgaria between 2019 and 2023, against 2.31 billion euro in Greece over the same period; at present at most one project a year gets under way. The aim is to raise the number of projects from two in 2019 to 2023 to at least five between 2026 and 2030, with a mandatory prior assessment of economic viability, life-cycle costs and risk allocation. Private capital is to co-finance public infrastructure because the state budget cannot carry it alone.

Tourism reform 2027: QR ratings from 27 September, short-term lets to join the official system, guarantee fund in preparation

On 2 September the Ministry of Tourism presented a reform package for 2027. From 27 September 2026 guests will rate accommodation and services nationwide via QR code against more than 100 criteria. Flats and rooms let through online platforms are to be brought into the official tourism system under clear rules, with uniform requirements as for hotels. A guarantee fund for tour operators is being prepared, around 150,000 airline seats have been agreed for the German market for summer 2027 from mid-May, and municipalities must return at least half of the tourist tax to advertising, events and connectivity.

Converting company capital from leva to euro: deadline extended from 12 to 36 months, no register filing needed for that alone

On 2 September the National Assembly adopted, at first and second reading in one sitting, an amendment to the Act on the Introduction of the Euro: companies now have 36 instead of 12 months to convert the capital stated in their founding documents from leva to euro. A filing with the Commercial Register solely for the conversion is no longer required; the adjustment is submitted together with the next amendment that is due anyway. The background was a backlog of applications at the Commercial Register, because the original deadline had effectively shrunk to six months for dormant companies and nine months for active ones.

According to preliminary data from the National Statistical Institute NSI of 31 August, the stock of foreign direct investment in Bulgaria amounted to 36,839 million euros at 31 December 2025, 8.7 per cent more than at the end of 2024. The largest items are manufacturing with 11,273 million euros, trade with 7,583 million and telecommunications and IT with 4,367 million euros. Real estate activities account for 4,183 million euros, electricity and gas supply for 3,008 million euros; because of the new classification of economic activities, the sectoral structure is not comparable with the previous year.

Second pension pillar in Bulgaria: from 1 September the insured choose their investment strategy for the first time

From 1 September 2026, people insured under Bulgaria's second pension pillar can for the first time choose how their accumulated capital is invested. Three sub-funds are on offer: a dynamic one with up to 90 per cent in shares and other variable-income instruments and an expected return above 7 per cent, a balanced one with up to 55 per cent variable-income assets and 4 to 7 per cent, and a conservative one with up to 25 per cent and 2 to 3 per cent. Anyone who does not choose by the end of November is allocated by age: up to 50 to the dynamic fund, over 50 with more than three years to retirement to the balanced fund, and within three years of retirement to the conservative fund. The multi-fund model starts on 1 January 2027.

For 2026, an additional 150 million euro is available to the department responsible for regional development and public works. In total, up to 600 million euro is earmarked this year for the investment programme for municipal projects, anchored in the State Budget Act. The funds go into regional infrastructure, the urban environment and water and sewerage services. The decision names no allocation to individual municipalities.

Foreign direct investment in Bulgaria reaches 2.18 billion euro in the first half, Germany the largest investor

According to the Bulgarian National Bank, foreign direct investment reached around 2.18 billion euro in the first half of 2026, equal to 1.7 per cent of gross domestic product. In the same period a year earlier the figure was only 292.7 million euro after revision. The largest share came from reinvested earnings at around 1.65 billion euro. By country of origin, Germany led with 372.5 million, Luxembourg with 353.4 million and Austria with 269.9 million euro.

Assessment: That Germany is the largest direct investor fits what I see among buyers from the German-speaking countries: confidence in the location is growing. The jump over last year is notable, but should not be overstated, because a large part comes from reinvested earnings. For the property market the signal counts: foreign capital stays and grows in the country.

At Burgas Industrial Park, eight investors have paid deposits for second-phase plots, with 20 parcels still available. The site works cost more than 20 million euro and were funded through the EU Recovery and Resilience Plan. Work ran from 1 October 2025 to the end of June 2026 and covered roads, cycle lanes, water and sewerage, the power grid, a pumping station and video surveillance. One company has already started building, and 24 firms are operating on an adjacent street.

Sofia University expands its Burgas branch: four degree programmes, Korean offered for the first time with six places

The Burgas branch of Sofia University 'St Kliment Ohridski' is launching four programmes for the coming academic year. A bachelor in Korean-language teaching is offered for the first time, with six state-funded places; Japanese (three places) and Chinese (four places) enter their second cohort. The 'Musical Media Technologies and Sound Direction' programme reaches its fourth year and uses a newly built professional studio. Applications run from 8 to 11 September, entirely online.

Assessment: A growing academic offer strengthens Burgas as a location beyond the season: students and teaching staff mean year-round demand for housing, especially smaller units for letting. For buyers, educational infrastructure is part of a city's quality that supports value. I see this as a quiet but reliable signal for central locations.

Bulgaria places a further 95 million euro in government bonds, yield premium over German paper at 118 basis points

The finance ministry has placed a further 95.003 million euro of ten-year government bonds on the domestic market, maturing in February 2036. The average annual yield was 4.39 per cent, the premium over comparable German bonds 118 basis points. Demand reached 253.265 million euro, a bid-to-cover of 1.69. Issuance since the start of the year totals 4.105 billion euro; the yield on this maturity rose step by step from 4.18 per cent in April through 4.34 per cent in May to 4.39 per cent most recently.

For buyers in Sunny Beach or Sveti Vlas, the municipality's financial strength is an argument that reaches beyond the single flat. With any property I always look at how the responsible municipality invests.

Bulgaria's construction cost index up 3.4 per cent in the second quarter, 9.6 per cent year on year

The total construction cost index rose 3.4 per cent in the second quarter of 2026 against the previous quarter and 9.6 per cent against the second quarter of 2025. Producer prices for building materials climbed 3.4 per cent quarter on quarter and 10.0 per cent year on year. The index combines material prices, energy costs and construction wages. For buyers of new builds and for renovators, this is the cost base against which quoted prices and add-ons are set.

Assessment: A near ten per cent annual rise in construction costs explains why new-build prices on the coast are barely easing – the cost side stays firm. For off-plan buyers this is an argument to negotiate price-escalation clauses and completion dates carefully. Right now I often see a better price-to-risk ratio in finished properties with a valid occupancy permit than in early construction phases.
