CHECKLIST: when your own company (EOOD) pays rent – how to keep the expense deduction clean

If you use part of your coastal flat through a Bulgarian company (EOOD or OOD), costs can be deducted proportionally – but only with a clear split. Under the corporate income tax act (ZKPO), property costs under mixed use are divided by the ratio of area or time of use; only the business share is deductible, and every expense needs an accounting document under Article 10 ZKPO. The privately used share triggers the expense tax (danak varhu razhodite), which is 3 per cent on benefits in kind for private use. Before acting, agree the split and the evidence with a licensed Bulgarian accountant so the arrangement does not turn into a back payment.

CHECKLIST: residence permit in Bulgaria – first the legal ground, then the application

A residence permit (VNZh) in Bulgaria is not granted on request but requires a legal ground. According to the EU immigration portal for third-country nationals these include employment, one’s own company or business activity, an investment or real-estate basis, family reunification or proof of stable, sufficient own means without recourse to public assistance – always together with mandatory health insurance valid in Bulgaria. Only once a viable ground and the evidence are in place is the application filed with the Migration Directorate; without a ground there is no permit but illegal stay. Before hiring an intermediary it pays to check the official source and to fix the scope of services in writing rather than paying in advance “on spec”.

Assessment: The most common mistake is to see the permit as a purchasable commodity – in truth the legal ground is the core, everything else is evidence work. For buyers from third countries, especially Russian-speaking clients, this is the decisive switch before any payment. I check the viable ground first and have each case aligned with the authorities through Svetlana’s network.

Investment by Bulgarian companies in long-term tangible assets reached around 4.37 billion euro in the second quarter of 2026, up 10.9 per cent on the same quarter a year earlier. The largest share came from industry excluding construction at about 1.46 billion euro, followed by services with roughly 848 million euro. The figures at current prices come from the preliminary data of the statistics institute.

It is aimed above all at smaller and medium-sized firms.

The European Bank for Reconstruction and Development invested over 5 billion euro in more than 320 projects in Bulgaria between 1991 and June 2026, from sustainable infrastructure and the financial sector to industry and agriculture. In 2025 alone around 300 million euro flowed in, with a further 200 million euro added by 18 June 2026. The engagement is aimed at modernising the economy.

CHECKLIST: replacing a foreign driving licence in Bulgaria – EU licences stay valid

Anyone settling on the southern coast who holds a foreign driving licence should clarify early what is required. A licence from the EU, Iceland, Liechtenstein, Norway or Switzerland stays valid in Bulgaria and need not be exchanged. A third-country licence, including a Russian one, can be exchanged without a new driving test only if the issuing state is a party to the Convention on Road Traffic and the licence meets its Appendix 6. The application goes through the Traffic Police (KAT); you need a Bulgarian identity document, a copy of the licence, a medical fitness-to-drive certificate, a residence declaration signed before the officer and proof of the state fee.

Assessment: With driving licences it soon becomes clear who has it easy and who has to plan: EU clients need do nothing, while buyers from third countries should watch the deadline after their first residence permit. I advise assembling the papers early and not leaving the medical certificate to the last minute. Svetlana clarifies the exact procedure case by case with the local authorities.

The municipality of Burgas has launched the tender for the Aquae Calidae thermal park and archaeology campus. On a roughly 25,224-square-metre site that has been derelict until now, 19 year-round bungalows for about 60 guests, a thermal spa with two indoor pools and an archaeology campus of around 700 square metres will be built. The estimated engineering cost is about 6.49 million euro excluding VAT, with the bid deadline running until 28 September 2026. Completion is set at 620 to 960 calendar days.

Tourism ministry plans reform: coastal municipalities to earmark at least half of the tourist tax

At a working meeting in the Black Sea resort of Golden Sands, the tourism ministry presented reform plans for the coastal towns. The aim is to double the number of foreign visitors from 4 to 8 million within four years. Planned amendments to the Tourism Act would require municipalities to spend at least 50 per cent of the tourist tax they collect on visitor-attracting events and better transport links. The drafts are to be tabled in the coming legislative period.

Assessment: If municipalities put a fixed share of the tourist tax into events and transport, that indirectly affects the appeal of a location beyond the peak season. For owners on the coast it is an opportunity, provided the funds visibly flow into infrastructure and connectivity. I stay sober here: the benefit is decided by delivery, not by the target figure.

Burgas to host the Eurovision Song Contest 2027, three shows in May at Arena Burgas

On 13 August 2026 the European Broadcasting Union and Bulgarian National Television announced that the 71st Eurovision Song Contest will take place in Burgas. The venue is Arena Burgas, opened in 2023: the two semi-finals on Tuesday 11 and Thursday 13 May 2027, the grand final on Saturday 15 May, plus six preview shows between 10 and 15 May. Four cities applied; Plovdiv and Varna went out first, Sofia last. According to the EBU the decision rested on venue capacity, accommodation, transport and international connectivity, and the city's commitment. The 2026 contest reached 132 million people across 35 measured television markets.

CHECKLIST: after registering a car in Bulgaria – roadworthiness test, third-party insurance and e-vignette

New owners on the southern coast who register a vehicle in Bulgaria should complete three obligations. First, the periodic roadworthiness test (GTP) at an authorised station, whose validity can be checked online with the Executive Agency «Automobile Administration» at rta.government.bg. Second, the compulsory motor third-party liability cover «Grazhdanska otgovornost», whose claims the state Guarantee Fund (guaranteefund.bg) backs even for uninsured vehicles. Third, the e-vignette for vehicles up to 3.5 tonnes to use the national road network via the official bgtoll.bg system, all records kept digitally and without a windscreen sticker.

Assessment: These three records are the unspectacular framework for getting around on the coast. Setting them right after registration avoids fines at roadside checks and keeps you covered on trips between your property, Burgas airport and the border. I mainly see a time saving here: owner-occupiers and landlords who keep an eye on the expiry dates spare themselves the chasing.

Burgas industrial and logistics park: second phase of 600 decares developed, eight companies settled

The Municipality of Burgas has brought the second phase of the industrial and logistics park (zone near Meden Rudnik), covering around 600 decares, into operation. Eight companies have already settled; nine vacant plots of between 11 and 75 decares remain available. The infrastructure, over 5.35 kilometres of roads, water, sewage and stormwater networks and lighting, was completed in nine months (1 October to 30 June). New employers and infrastructure underpin the region's economic base.

Assessment: For buyers, such a park is less an investment object than a location signal: jobs, suppliers and purchasing power emerge around Burgas. Over the long term this supports demand for housing and letting in the city and its suburbs. I read it as quiet evidence that Burgas is more than a summer destination.

The statutory minimum wage currently stands at 620.20 euro and, under the latest proposals, is set to rise 5 to 6 per cent to around 650 euro. The reference is the mechanism of 50 per cent of the average base wage. Employers and unions have not yet agreed; if they fail to, the rate is fixed by decree. The new mechanism is due to be adopted by the end of August 2026.

CHECKLIST: after buying property in Bulgaria, file the tax declaration within two months

Anyone buying a property in Bulgaria must, within two months of acquisition, file a declaration under Article 14 of the Local Taxes and Fees Act with the municipality where the property is located. It is the basis for the annual property tax, whose rate ranges from 0.1 to 4.5 per mille of the taxable value depending on the municipality. Where there is co-ownership, one co-owner's declaration suffices for all. A missed deadline is the most common avoidable mistake among foreign buyers.

By an order of 11 August 2026, Sozopol Municipality approved the drafting of a detailed development plan for a plot in block 144, switching its use from hotel to residential. The permitted parameters are a maximum height of 10 metres, building density up to 60 per cent, an intensity of 1.5 and at least 40 per cent green space. Nessebar municipality has announced a public auction for a 1,889 square metre plot in the Bostanlaka area (Order No. 2453 of 16 July 2026). The starting price is 70,063 euro, the bid step is 1,000 euro and the deposit 7,006.30 euro. The first session is on 4 September 2026 at 9:45, with a second on 11 September; applications are accepted until 16:00 the day before each session, and a viewing is set for 1 September. The land is agricultural, eighth category, non-irrigated.

Assessment: Municipal auctions appeal to investors because price and procedure are transparent and publicly fixed; here bidding starts at 70,063 euro. Due diligence also means checking the land's designation: agricultural land follows its own rules, and buyers from abroad face special conditions when acquiring farmland. I would never judge such a plot on price alone, but weigh location, designation and development prospects together with a notary and specialists.

Government R&D spending per head up from 15.5 to 92.3 euro since 2015

According to Eurostat data, Bulgaria recorded the European Union's steepest rise in government research and development spending per head between 2015 and 2025: from 15.5 to 92.3 euro, an increase of 495.5 per cent. The EU average rose by 57.7 per cent over the same period, to 288.9 euro per head. In total, member state budgets earmarked around 130.2 billion euro for research in 2025, some 0.7 per cent of economic output. The starting level remains low, yet the catch-up is the clearest in the Union.

CHECKLIST: opening a basic payment account in Bulgaria – branch only, decision within ten days

Owners who need a Bulgarian account for service charges, property tax and management fees should know the terms of the basic payment account. In short: first, the account is open to private clients legally residing in the European Union; second, the application can only be made in a branch, there is no online route; third, the bank decides within ten days of receiving the complete documents; fourth, the account currency is euro; fifth, only one basic account per client is permitted and joint accounts are excluded; sixth, deposits are protected by the deposit guarantee fund up to 100,000 euro. Fees follow each bank's tariff annex – request it in writing before the appointment.

Tsarevo Municipality: no new building permits in the Polyanite locality near Sinemorets

Tsarevo Municipality states that no new building permits have been issued in the Polyanite locality in the area of the village of Sinemorets, and that there is no legal basis to issue any. Two detailed development plans are in preparation outside the boundaries of the urbanised territory; they cover technical infrastructure for already urbanised properties only, on the basis of Article 16 of the Spatial Planning Act on land reduction where designated use has changed. Drafting and approval depend on completion of the environmental assessment at the Regional Inspectorate of Environment in Burgas. In 2020 the regional directorate revoked six building permits, which the Supreme Administrative Court subsequently upheld.

Assessment: Sinemorets and its surroundings are among the locations where building promises and building law can diverge most. This statement is therefore worth more than any brochure: it says in black and white that nothing is currently being approved there and that the pending procedures concern infrastructure only. Anyone offered a plot or a project in this area should query the planning status individually with the municipality before any money moves. Sozopol puts development plan for access to two plots in the Budzhaka area on display, 14-day period

On 5 August 2026 Sozopol Municipality announced a draft development plan for street regulation in the Budzhaka area. The plan creates access and technical infrastructure connections for plots UPI XII-6172 and UPI XVIII-6171 via land parcel 67800.6.757, which becomes part of the street regulation; the connection runs to Via Pontika street, with regulation lines following the property boundaries. Construction has already been carried out on UPI XVIII-6171. Objections may be filed within 14 days of the announcement, that is until around 19 August; the documents are available at the Directorate of Architecture and Spatial Planning, Han Krum Square 2, room 29. The legal basis is paragraph 4(2) of the final provisions and Article 128(3) of the Spatial Planning Act.

Assessment: Budzhaka is one of the most sought-after villa areas on the southern coast, and access is precisely what determines a plot's value there. Anyone holding property there or considering a purchase should look at the displayed plan drawing: it shows which parcels will have a legal connection in future and which will not. The 14-day period is short – inspection and, where appropriate, a statement belong on the agenda now, not later. CHECKLIST: Before any down payment, check the chain of title, encumbrances and mortgages in the property register

The Registry Agency's central EPZEU portal brings four registers online: the property register with encumbrances and mortgages, the commercial register with company data and EIK numbers, the central register of special pledges and the new personal insolvency register; a built-in fee calculator shows the state fees in advance. The checklist before any down payment: appoint your own independent lawyer, not the seller's or the agent's; have the chain of title and registered encumbrances checked in the property register; where the seller is a company, also review the commercial and pledge registers. Only after a clean result should the notarised preliminary contract follow.

CHECKLIST: Buying off plan – final payment only against the building's commissioning document

Under the rules of the construction supervision authority DNSK, buildings of categories one to three are put into operation only with a use permit; it rests on the supervising engineer's final report and Protocol No. 16 of the state acceptance commission, with the procedure governed by Ordinance No. 2 of 31 July 2003. DNSK decides on appointing the commission within 14 working days, and the acceptance itself takes up to 10 working days. The off-plan checklist: write completion stages and deadlines into the preliminary contract, tie the final payment to presentation of the commissioning document, and never accept a flat as finished on handed-over keys alone. Regional development authority MRRB reports 100 building permits in 90 days, 179 since the start of the year

Bulgaria's regional development authority MRRB has issued one hundred building permits since 8 May 2026; the total since the start of the year is 179, after 79 in the first four months. Approvals include nationwide high-speed internet projects, modernisation of the Sofia–Plovdiv railway line, landslide stabilisation, reconstruction of the gas pipeline towards Greece and border crossings such as Kapitan Andreevo. Added to this are 171 registrations of professional building managers and four spatial planning decisions. The faster permitting pace outlines the infrastructure pipeline for the coming years.

Construction activity in Sozopol: own-use villa development notified in the Budzhaka area

Sozopol municipality has published an official notice on the construction of own-use villa buildings on the plot with cadastral identifier 67800.5.179 in the Budzhaka area. Budzhaka is the villa zone south of Sozopol's old town, characterised by small-scale building close to the water. The notice follows the regular procedure under the ZUT spatial planning act; the documents are available via the municipality's news bulletin. Notices like this show that building continues on a small scale in the sought-after villa locations.

Assessment: For owners in Budzhaka the key point is that individual villas rather than large complexes are being built here, which preserves the character of the location and with it the price base. Prospective buyers should actively track the procedural status of plots in such zones: the municipality's notices are public and free to consult. Together with the summer construction pause in the villa zones, the picture is orderly: procedures continue, building happens outside the season.

Retail property grows by about 63,000 square metres in the first half, vacancy in prime locations just two per cent

Bulgaria's retail property market added about 63,000 square metres of new space in the first half of 2026, most of it in regional cities including Burgas. The driver is retail parks; the country now counts around 70 of them, with further projects exceeding 114,000 square metres in development. Across the roughly 29 shopping centres totalling about 396,000 square metres, vacancy in prime assets stands at just two per cent. The figures come from a market report covered by the BTA news agency.

Assessment: Vacancy of just two per cent in prime locations signals healthy demand and tight supply in the commercial segment, which indirectly supports residential locations too. For buyers on the coast the spread of retail parks is above all a locational factor: better local amenities raise year-round liveability and resale prospects. I see in this no call to commercial investment, but evidence that retail infrastructure is thickening in regional cities such as Burgas.

Registry Agency launches a fully automated personal insolvency register, fees of 5.62 to 10.23 euros

On 3 August 2026 Bulgaria's Registry Agency launched its first fully automated register, the register of insolvency of natural persons. Applications run largely electronically through the official ЕПЗЕУ portal; only the entry and announcement of acts is purely digital, while other services are also available on paper. State fees for individual searches range from 5.62 to 10.23 euros. This makes it possible in future to check whether a private seller is subject to insolvency proceedings.

CHECKLIST: long-stay visa D for non-EU buyers settling in Bulgaria

Non-EU nationals who want to settle permanently in Bulgaria first need a long-stay visa D (valid up to 6 months, stay up to 180 days); it is the precondition for the later residence permit. One possible ground is a property investment of at least about 306,775 euros or ownership of more than 50 per cent of the capital of a Bulgarian company, evidenced by a document from a licensed Bulgarian bank. In all cases the leaflet requires: a passport with 18 months' remaining validity and two empty pages, a recent passport photo, an insurance policy from an EU-licensed insurer with at least 30,000 euros of cover, proof of accommodation (a notarised owner's declaration if renting), evidence of means equal to at least six monthly wages, and a police clearance certificate. All documents must be translated into Bulgarian and legalised.

CHECKLIST: proof of the origin of funds when buying property, cash payments from about 15,339 euros are reported

Cash payments from about 15,339 euros in equivalent value (the threshold under Art. 76(3) of the anti-money-laundering act) or their equivalent in foreign currency are reported by banks and notaries to the Financial Intelligence Directorate of the State Agency DANS. Buyers should therefore keep proof of the origin of their funds ready: bank statements, sale or inheritance contracts, evidence of earlier sales. For larger transactions the bank also requires a declaration on the origin of funds before releasing the payment. Those who transfer the purchase price and collect clean records pass through this procedure fastest.

Social-security contributions in Bulgaria: maximum base rises to 2,300 euros from 1 August

From 1 August, Bulgaria's maximum monthly social-security contribution base rises from 2,111.64 to 2,300 euros. The minimum base for self-insured persons increases from 550.66 to 620.20 euros. Contributions therefore rise moderately for high earners and the self-employed. Anyone letting property on the coast or running a company should carry the new figures into their cost planning.

Assessment: The adjustment is modest but belongs in any clean calculation of labour on-costs. I flag it early to investors with a local company or staff so their running costs stay realistic. For pure investors without employees, little changes in practice.
