Financial service providers show euro prices only from 9 August, safeguard against unjustified price rises runs to 2027

For all companies supervised by the Financial Supervision Commission – capital market, insurance and supplementary pension insurance – mandatory dual pricing ends on 8 August 2026. From 9 August, prices, tariffs and monetary values are stated exclusively in euro; a lev equivalent remains only as optional reference information. The legal basis is the Law on the Introduction of the Euro in Bulgaria. In parallel, a consumer protection regime applies from 9 August until 9 August 2027, prohibiting unjustified price increases without an objective economic cause.

Assessment: For buyers from abroad this is a simplification: insurance premiums, custody fees and pension products become directly comparable from 9 August, without mental conversion. More important still is the safeguard running to 2027 – it gives owners a starting point if premiums or administration fees rise without a factual basis. I recommend archiving policies and fee schedules in euro now, so that later increases stay demonstrable.

Sozopol Summer Theatre to be modernised by February 2028, seat replacement starts after the season

Sozopol Municipality is carrying out a comprehensive modernisation of the Summer Theatre: new spectator seating, new stage lighting and sound equipment, additional dressing rooms and changing facilities, improved accessibility, and renewed outdoor areas and stage technology. The project is financed under the Interreg Bulgaria–Turkey 2021–2027 programme together with the partner municipality of Vize. Seat replacement begins once the active summer season ends, with completion scheduled for February 2028. The venue carries a substantial part of the old town's cultural programme.

Burgas bars lorries over 20 tonnes at 35 degrees, rule applies until 1 September

When the air temperature reaches 35 degrees, lorries over 20 tonnes are barred from several main routes in Burgas between 11.00 and 21.00. The measure covers Zahari Stoyanov Street (road II-79), Odrin Street (road III-9008), road I-6 near the Lukoil junction and the Jumbo access, and road III-906. The mayor's order applies until 1 September 2026; the municipality announces the restriction on affected days by 11.00 through its own channels. Exceptions cover dangerous goods, perishable food, livestock transport, emergency and firefighting vehicles, and journeys ordered by the authorities.

CHECKLIST: opening a basic payment account in Bulgaria – branch only, decision within ten days

Owners who need a Bulgarian account for service charges, property tax and management fees should know the terms of the basic payment account. In short: first, the account is open to private clients legally residing in the European Union; second, the application can only be made in a branch, there is no online route; third, the bank decides within ten days of receiving the complete documents; fourth, the account currency is euro; fifth, only one basic account per client is permitted and joint accounts are excluded; sixth, deposits are protected by the deposit guarantee fund up to 100,000 euro. Fees follow each bank's tariff annex – request it in writing before the appointment.

Tsarevo Municipality: no new building permits in the Polyanite locality near Sinemorets

Tsarevo Municipality states that no new building permits have been issued in the Polyanite locality in the area of the village of Sinemorets, and that there is no legal basis to issue any. Two detailed development plans are in preparation outside the boundaries of the urbanised territory; they cover technical infrastructure for already urbanised properties only, on the basis of Article 16 of the Spatial Planning Act on land reduction where designated use has changed. Drafting and approval depend on completion of the environmental assessment at the Regional Inspectorate of Environment in Burgas. In 2020 the regional directorate revoked six building permits, which the Supreme Administrative Court subsequently upheld.

Assessment: Sinemorets and its surroundings are among the locations where building promises and building law can diverge most. This statement is therefore worth more than any brochure: it says in black and white that nothing is currently being approved there and that the pending procedures concern infrastructure only. Anyone offered a plot or a project in this area should query the planning status individually with the municipality before any money moves. Bulgaria's economic output up from 32.46 to 116.02 billion euro since 2007

According to Eurostat data, Bulgaria's economic output rose from 32.46 billion euro in 2007 to 116.02 billion euro in 2025, an increase of 257.4 per cent. The European Union as a whole grew from around 10.8 to 18.8 trillion euro over the same period, or 74.1 per cent. Bulgaria's share of the Union's output thus doubled from 0.3 to 0.6 per cent, placing the country 19th among member states. In 2007 only four member states had a smaller economy than Bulgaria; today eight do.

Over 17 per cent of all property deals take place in Black Sea towns, Burgas at 1,850 euro per square metre

Market analyses presented at a trade press conference in Varna show that over 17 per cent of all property transactions in Bulgaria take place in Black Sea towns, up from 11 per cent in 2015. Prices per square metre stand at 1,990 euro in Varna, 1,850 euro in Burgas and 1,688 euro in Nessebar, against 1,546 euro in Plovdiv. For Burgas, sales in the first half of 2026 are given as around 21 per cent below the previous year, alongside a 33 per cent rise in building permits and, at 8.89 units per 1,000 inhabitants, the highest construction intensity among the major cities. Internal migration to the coast is cited as the driving factor.

Job listings down 7.1 per cent month on month in July, Burgas with the second smallest decline

In July 2026 a total of 35,204 job listings were published in Bulgaria, 2,697 fewer than in June, a decline of 7.1 per cent; year on year the figure is 10.6 per cent lower. Regionally the fall was steepest in Stara Zagora at 14.2 per cent and Ruse at 10.8 per cent, followed by Sofia at 6.4 and Plovdiv at 5 per cent. Burgas recorded a 4.5 per cent decline, Varna the smallest at 0.5 per cent. Remote work offers stayed broadly stable at 2,389 listings, a share of 7.4 per cent. The analysis comes from the recruitment provider Job Tiger.

Sozopol puts development plan for access to two plots in the Budzhaka area on display, 14-day period

On 5 August 2026 Sozopol Municipality announced a draft development plan for street regulation in the Budzhaka area. The plan creates access and technical infrastructure connections for plots UPI XII-6172 and UPI XVIII-6171 via land parcel 67800.6.757, which becomes part of the street regulation; the connection runs to Via Pontika street, with regulation lines following the property boundaries. Construction has already been carried out on UPI XVIII-6171. Objections may be filed within 14 days of the announcement, that is until around 19 August; the documents are available at the Directorate of Architecture and Spatial Planning, Han Krum Square 2, room 29. The legal basis is paragraph 4(2) of the final provisions and Article 128(3) of the Spatial Planning Act.

Assessment: Budzhaka is one of the most sought-after villa areas on the southern coast, and access is precisely what determines a plot's value there. Anyone holding property there or considering a purchase should look at the displayed plan drawing: it shows which parcels will have a legal connection in future and which will not. The 14-day period is short – inspection and, where appropriate, a statement belong on the agenda now, not later. CHECKLIST: Before any down payment, check the chain of title, encumbrances and mortgages in the property register

The Registry Agency's central EPZEU portal brings four registers online: the property register with encumbrances and mortgages, the commercial register with company data and EIK numbers, the central register of special pledges and the new personal insolvency register; a built-in fee calculator shows the state fees in advance. The checklist before any down payment: appoint your own independent lawyer, not the seller's or the agent's; have the chain of title and registered encumbrances checked in the property register; where the seller is a company, also review the commercial and pledge registers. Only after a clean result should the notarised preliminary contract follow.

CHECKLIST: Buying off plan – final payment only against the building's commissioning document

Under the rules of the construction supervision authority DNSK, buildings of categories one to three are put into operation only with a use permit; it rests on the supervising engineer's final report and Protocol No. 16 of the state acceptance commission, with the procedure governed by Ordinance No. 2 of 31 July 2003. DNSK decides on appointing the commission within 14 working days, and the acceptance itself takes up to 10 working days. The off-plan checklist: write completion stages and deadlines into the preliminary contract, tie the final payment to presentation of the commissioning document, and never accept a flat as finished on handed-over keys alone. Peak season holds its price level: over 90 per cent occupancy at Sunny Beach, discounts only from mid-September

Hoteliers on the Black Sea coast report no across-the-board discounts for August: prices remain at the level seen at the start of the peak season, with larger reductions expected only between 15 September and 1 October. The owners' association at Sunny Beach puts occupancy at over 90 per cent as of 1 August; hotels with early-booked allotments are running at close to full capacity. At the same time, guests book at ever shorter notice and plan holidays with less lead time. The observations come from Burgas, Sozopol, Lozenets and Sunny Beach.

Assessment: For landlords this is good news: the coast is holding its prices even in a year of short-notice booking behaviour, and panic discounts are absent. Private hosts should align their pricing accordingly and keep capacity open for last-minute enquiries rather than cutting rates early across the board. Prospective buyers, in turn, will find better conditions for viewing trips from mid-September, when the towns grow quieter; in my view the best window to experience locations realistically.

The University of Forestry opens a Burgas branch: up to 280 study places and plans for a dedicated campus

The Sofia-based University of Forestry is opening a branch in Burgas with up to 280 study places, following clearance by the national education authorities. It will teach landscape architecture, wood technology and furniture production as well as forestry, with admissions starting in forestry. A dedicated complex with a university building, halls of residence and staff accommodation is planned. The declared aim is to keep young people in the region and train specialists for the local economy.

A joint fund for new flight connections: the state, coastal municipalities and airports join forces

Bulgaria's tourism and transport authorities, Black Sea municipalities and airport operators, including Fraport for Burgas and Varna, have presented a programme to improve air connectivity. At its core is a fund for connectivity and marketing intended to finance incentives for airlines and the opening of new routes. Regional development authority MRRB reports 100 building permits in 90 days, 179 since the start of the year

Bulgaria's regional development authority MRRB has issued one hundred building permits since 8 May 2026; the total since the start of the year is 179, after 79 in the first four months. Approvals include nationwide high-speed internet projects, modernisation of the Sofia–Plovdiv railway line, landslide stabilisation, reconstruction of the gas pipeline towards Greece and border crossings such as Kapitan Andreevo. Added to this are 171 registrations of professional building managers and four spatial planning decisions. The faster permitting pace outlines the infrastructure pipeline for the coming years.

Construction activity in Sozopol: own-use villa development notified in the Budzhaka area

Sozopol municipality has published an official notice on the construction of own-use villa buildings on the plot with cadastral identifier 67800.5.179 in the Budzhaka area. Budzhaka is the villa zone south of Sozopol's old town, characterised by small-scale building close to the water. The notice follows the regular procedure under the ZUT spatial planning act; the documents are available via the municipality's news bulletin. Assessment: For owners in Budzhaka the key point is that individual villas rather than large complexes are being built here, which preserves the character of the location and with it the price base. Together with the summer construction pause in the villa zones, the picture is orderly: procedures continue, building happens outside the season.

Istanbul builds a new rail crossing over the Bosphorus: USD 1.5 billion from the AIIB for the INRAIL project

The Asian Infrastructure Investment Bank (AIIB) is providing up to USD 1.5 billion for the new Istanbul North Rail Crossing (INRAIL), whose total cost is put at around USD 8.27 billion. The line of roughly 122 to 127 kilometres runs from Çayırova on the Asian side across the Yavuz Sultan Selim Bridge to Çatalca on the European side; passenger trains are to run at up to 160 km/h. Freight transit across the Bosphorus is set to fall from 13 to 3.6 hours, and the connection to Istanbul Airport from 120 to 65 minutes. For the south coast the perspective matters: the build-out strengthens the rail corridor on the European side towards the Bulgarian border, while for drivers Malko Tarnovo remains the shortest way from Burgas to Istanbul.

Permits for residential buildings up 8.2 per cent year on year in the second quarter, 1,660 planned dwellings in the Burgas region

In the second quarter of 2026, Bulgaria issued 2,216 permits for new residential buildings comprising 11,499 dwellings with a gross floor area of 1,351,492 square metres. Against the same quarter a year earlier, the number of permits rose 8.2 per cent, dwellings 14 per cent and floor area 3.6 per cent. In the Burgas region 161 permits accounted for 1,660 planned new dwellings. The figures were reported by the National Statistical Institute (NSI) and map the new-build pipeline for the coming years.

Retail property grows by about 63,000 square metres in the first half, vacancy in prime locations just two per cent

Bulgaria's retail property market added about 63,000 square metres of new space in the first half of 2026, most of it in regional cities including Burgas. The driver is retail parks; the country now counts around 70 of them, with further projects exceeding 114,000 square metres in development. Across the roughly 29 shopping centres totalling about 396,000 square metres, vacancy in prime assets stands at just two per cent. The figures come from a market report covered by the BTA news agency.

Assessment: Vacancy of just two per cent in prime locations signals healthy demand and tight supply in the commercial segment, which indirectly supports residential locations too. For buyers on the coast the spread of retail parks is above all a locational factor: better local amenities raise year-round liveability and resale prospects. I see in this no call to commercial investment, but evidence that retail infrastructure is thickening in regional cities such as Burgas.

Registry Agency launches a fully automated personal insolvency register, fees of 5.62 to 10.23 euros

On 3 August 2026 Bulgaria's Registry Agency launched its first fully automated register, the register of insolvency of natural persons. Applications run largely electronically through the official ЕПЗЕУ portal; only the entry and announcement of acts is purely digital, while other services are also available on paper. State fees for individual searches range from 5.62 to 10.23 euros. This makes it possible in future to check whether a private seller is subject to insolvency proceedings.

In Tsarevo on the Strandzha coast, the 23rd edition of the festival of Strandzha manna honey and flower pollen runs from 1 to 10 August 2026 inclusive. The stalls stand in the art zone of the central Han Asparuh street, offering regional manna honey, flower pollen and other bee products. Strandzha manna honey is a protected regional product. Gross external debt at 53.1 per cent of economic output at end of May, the rise driven mainly by euro introduction

Bulgaria's gross external debt reached about 66.1 billion euros at the end of May 2026, equal to 53.1 per cent of economic output, the Bulgarian National Bank reports. A year earlier the figure stood at 45.5 per cent; the 25.5 per cent rise is largely technical. It reflects obligations from issuing euro banknotes after joining the euro area on 1 January 2026, not new borrowing. By European standards the debt level remains moderate.

Bulgaria's housing stock at 4,360,805 dwellings at the end of 2025

Bulgaria's housing stock totalled 4,360,805 dwellings as of 31 December 2025. The National Statistical Institute (NSI) derives the figure from the September 2021 census, adding new build completed by the end of 2025 and subtracting demolished buildings. The stock is thus growing slowly but steadily. The annual update is a reliable reference for placing new-build numbers and market supply in context.

Assessment: For buyers this figure is less a purchase signal than a yardstick against which supply and new build can be measured. A slowly growing stock argues against oversupply and supports the value of well-located properties, especially on the sought-after coast. I use such numbers to place offers in context, and advise orienting your own choice less on the overall market than on location, condition and resale prospects.

CHECKLIST: long-stay visa D for non-EU buyers settling in Bulgaria

Non-EU nationals who want to settle permanently in Bulgaria first need a long-stay visa D (valid up to 6 months, stay up to 180 days); it is the precondition for the later residence permit. One possible ground is a property investment of at least about 306,775 euros or ownership of more than 50 per cent of the capital of a Bulgarian company, evidenced by a document from a licensed Bulgarian bank. In all cases the leaflet requires: a passport with 18 months' remaining validity and two empty pages, a recent passport photo, an insurance policy from an EU-licensed insurer with at least 30,000 euros of cover, proof of accommodation (a notarised owner's declaration if renting), evidence of means equal to at least six monthly wages, and a police clearance certificate. All documents must be translated into Bulgarian and legalised.

Cash across the EU external border: a customs declaration is required from 10,000 euros

Anyone entering or leaving the EU with 10,000 euros or more in cash, or the equivalent in another currency, must declare the amount to customs in the country of entry or exit. The threshold applies per person; for a travelling group it counts for each person separately. Cash means banknotes, coins and certain bearer instruments. For buyers carrying their own funds in cash, declaring in good time is the simplest way to avoid later questions.

Assessment: Most buyers transfer the purchase price anyway, but when carrying cash the 10,000-euro threshold is often overlooked. I clearly recommend the transfer route with a clean record, which also makes proving the source of funds to the bank and notary easier later. Those who still travel with cash should over-declare rather than under-declare.

CHECKLIST: proof of the origin of funds when buying property, cash payments from about 15,339 euros are reported

Cash payments from about 15,339 euros in equivalent value (the threshold under Art. 76(3) of the anti-money-laundering act) or their equivalent in foreign currency are reported by banks and notaries to the Financial Intelligence Directorate of the State Agency DANS. Buyers should therefore keep proof of the origin of their funds ready: bank statements, sale or inheritance contracts, evidence of earlier sales. For larger transactions the bank also requires a declaration on the origin of funds before releasing the payment. Those who transfer the purchase price and collect clean records pass through this procedure fastest.
